The Terrorism (Protection of Premises) Act 2025, commonly known as Martyn’s Law, introduces new legal requirements designed to improve the protection of people from terrorism at certain premises and events across the UK.

What is Martyn’s Law?
Martyn’s Law was introduced following the 2017 Manchester Arena attack and is named in memory of Martyn Hett, one of the 22 people who lost their lives.
The legislation takes a tiered approach, meaning the requirements placed on an organisation depend on factors such as the type of premises and the number of people who may reasonably be expected to be present.
The Security Industry Authority will regulate the legislation, with the substantive requirements expected to come into force in spring 2027.
How could it affect your business?
For businesses within scope, Martyn’s Law will require greater consideration of how they would respond to a terrorist incident.
Depending on the type and size of your premises, this may include:
- Reviewing emergency and evacuation procedures
- Developing invacuation or lockdown arrangements
- Establishing clear staff responsibilities
- Providing appropriate staff training and awareness
- Reviewing communication procedures
- Completing relevant risk assessments
- Developing security plans where required
Larger premises and certain events with capacity for 800 or more people may fall under the enhanced duty and have additional requirements, including a terrorism risk assessment and security plan.
The requirements are intended to be proportionate, and many businesses will already have procedures in place that can be adapted to meet the new requirements.
