Starting February 1, 2025, the validity of the first CSCS Labourer Card will be reduced from five years to just two years. This significant change aims to ensure that only those actively engaged in labouring roles hold the card, aligning with the evolving standards set by the Building Safety Act.
Key Changes Explained
- Initial Validity Period: New applicants for the Labourer card will receive a card valid for two years. After this period, if they continue in a labouring role, they can renew their card for an additional five years by providing proof of employment in that role.
- Competency Focus: This adjustment is part of a broader initiative to enhance workforce competency in the construction industry. The aim is to ensure that all workers possess the necessary skills and knowledge for their roles, thereby improving overall safety standards on construction sites.
- Oversupply of Cards: Currently, there are around 500,000 Labourer cards in circulation, while the industry only needs about 140,000 labourers annually by 2028. This oversupply has prompted the need for stricter regulations to ensure that the card is held by those genuinely performing labouring duties.
- Renewal Process: For those who already hold a Labourer card, there will be no immediate impact. Current cardholders can still renew their cards for the usual five-year term, provided they meet all renewal requirements.
- Health and Safety Test Validity: The CITB Health, Safety, and Environment test, which is part of the application process for the initial two-year card, will now be valid for three years. This extension helps reduce financial burdens on workers who continue in labouring roles.
