COVID-19 – Step 2 Reopening shops and Schools

On 10 May 2020 the Prime Minister announced the phased reopening of shops and to get primary pupils back into schools, starting with Reception, Year 1 and Year 6.

On 24 May the Prime Minister further announced that secondary schools from 15 June 2020, they can invite year 10 and 12 pupils (years 10 and 11 for alternative provision schools) back into school for some face-to-face support with their teachers, subject to the government’s 5 tests being met.

Secondary schools are to offer face-to-face support to supplement the remote education of year 10 and year 12 pupils, which should remain the predominant mode of education during this term for pupils in these year groups.  The assessment is based on the latest scientific and medical advice, is that we need to continue to control the numbers attending school to reduce the risk of increasing transmission. Therefore, schools are able to have a quarter of the year 10 and year 12 cohort (for schools with sixth forms) in school at any one time.

Primary schools reopening 1 June 2020 and Secondary schools reopening 15 June 2020

Expectation for schools and trusts to work closely with:

  • Health and safety check of the building including fire safety.
  • Fire risk assessment carried out, maintained and update with current changes.
  • Maintain fire detection and alarm systems.
  • Carry out a review of the Legionella risk assessment if the school building was closed or has reduced occupancy during the outbreak
  • Ensure staff and pupils are familiar with emergency evacuation procedures
  • Minimising the risk of contact with pupils who are unwell or show signs of COVID
  • Cleaning hands more often than usual – pupils and staff should be encouraged to regularly wash their hands thoroughly for 20 seconds with soap and water
  • Ensuring good respiratory hygiene by promoting the ‘catch it, bin it, kill it’ approach
  • Cleaning frequently touched surfaces often, using standard products such as detergents and bleach
  • Minimising contact and mixing, as far as possible, by keeping pupils in small groups
  • Practise social distancing
  • Ensure that the use of public transport to travel to and from school is minimised as far as possible
  • Cleaning and hygiene, all frequently touched surfaces, equipment, door handles and toilets used during the day will need to be cleaned thoroughly each day
  • Assess staff to ascertain who will be available to be in school from the week commencing 1 June 2020
  • Small groups maximum size of 15 children

Shops reopening from 1 June 2020

Everyone needs to assess and manage the risks of COVID-19. As an employer, you also have a legal responsibility to protect workers and others from risk to their health and safety. This means you need to think about the risks they face and do everything reasonably practicable to minimise them, recognising you cannot completely eliminate the risk of COVID-19.

You must make sure that the risk assessment for your business addresses the risks of COVID-19, using this guidance to inform your decisions and control measures. A risk assessment is not about creating huge amounts of paperwork, but rather about identifying sensible measures to control the risks in your workplace. If you have fewer than 5 workers, or are self-employed, you don’t have to write anything down as part of your risk assessment.

  • Mobile phone stores
  • Indoor and outdoor markets
  • Craft fairs
  • Similar types of retail

  • Post offices
  • Other open money businesses.
